Buffing and Debuffing Rules
Note
Due to how stats work on this site, there is no requirement for Buffing Priority. All buffs are linear in fashion with no stop-gaps in rank/etc. Buffing is buffing. Debuffing is Debuffing. The user may use as many buffs as they want as long as they do not surpass the limit. If the total buffs do surpass the limit, it will be considered "Surplus". These rules are, not only for combat purposes, but also for jutsu creation purposes.

The amount you can buff, from a jutsu, depends on the rank of the technique used to buff.
:: E Rank: +0 to stats
:: D Rank: +1 to stats
:: C Rank: +2 to stats
:: B Rank: +3 to stats
:: A Rank: +4 to stats
:: S Rank: +5 to stats
The user is capable of splitting the stat buffs between any number of stats. This only works with whole numbers -- no decimals/imaginary numbers can be used. Such as: May not have a B Rank Buff that gives +1.5 to two stats.
Buff Maximum
The maximum that a person can buff their stats is +5 to a single stat. This only applies to Generic Buffs. The absolute maximum that a stat can be buff is 21. Any buffs beyond 21 in a stat will be used as "Surplus" with the remaining being used to replace stat debuffs.
Special Buffs
Special Buffs are only obtained in 2 possible ways:
:: Kinjutsu: Kinjutsu may grant Special Buffs
:: Special Buff Technique: The user may create a non-kinjutsu able to grant Special Buffs. This Special Buffs technique may only grant a maximum of +2 Special Buffs. The user may only have 1 Special Buff active at any time. The user may not have a Special Buff Technique active the same time they have a Kinjutsu that grants Special Buffs
A Special Buff may be stacked on top of Generic Buffs, capable of exceeding the +5 granted by Generic Buffs. This is still affected by the 21 stat raise maximum. The max that a Special Buff can boost is +4 in a single stat.
Debuffing Rules

Similar to buffing by rank, from a jutsu, a target's stats may be debuffed depending on the rank of the technique used.
:: E Rank: -0 to stats
:: D Rank: -1 to stats
:: C Rank: -2 to stats
:: B Rank: -3 to stats
:: A Rank: -4 to stats
:: S Rank: -5 to stats
